The Obama administration recently announced steps that will be taken to make it easier for unemployed Americans to return to college and pay for school. Through a national effort to revise unemployment benefits and financial aid packaging, the administration hopes to make it possible for more displaced workers to return to school.

Currently, many states reduce or cancel unemployment benefits for students who are enrolled in college part-time or full-time, removing the possibility of a financial cushion that could enable more people to afford to enroll in school. In addition, financial aid is calculated based on previous year income, so lost wages are still included when estimating a student’s ability to pay. Even after financial aid is adjusted to reflect a job loss, income from earlier that year is still included and can disqualify a student from receiving a Pell Grant or other need-based aid their first year of school. In some cases, unemployment benefits also are currently counted as income, further compounding the problem.

To help alleviate these problems and encourage the unemployed to enroll in college, financial aid administrators are being given more leeway in using professional judgment to determine unemployed students’ ability to pay, and states are being encouraged to revise their policies to encourage college as an option. In addition, many community colleges nationwide are offering financial incentive to unemployed students who enroll, such as free or reduced tuition. If you’re unemployed and thinking of college, complete the FAFSA, talk to schools in your area, and finally, do a scholarship search to find additional money for college.

A Web site that aims to help more Hispanics graduate from four-year colleges has kicked off a research campaign to find out about those students' perspectives on higher education to make services for them more effective.

Latinosincollege.com will offer the survey, designed with the National Society of Hispanic MBAs, for the next few months on their site. The questions, which target high school, college and MBA students, explore students' thought processes in choosing careers, whether they apply for scholarships and how many receive them, and where they seek out their career advice. Also included are questions specific to students' experiences as Hispanics, namely how they feel about assimilating and maintaining their identities post-high school. The site's founder Mariela Dabbah said she hopes the results will make it easier for outside organizations to find more ways to help Hispanic students succeed in college and the workplace.

The site is geared toward the college-bound with blogs by educators and high school and college students, a resource guide that includes posts on topics like leadership development, managing a social life, money and time in college, and being the first in the family to attend college. Students also have access to other students and professionals, with "Ambassadors" responding to questions. The Ambassadors, who mentor high school students applying to college, attend youth workshops to learn about issues and concerns on the minds of those pursuing a higher education.

Dabbah came up with the site as a response to her own experiences looking for a job as an immigrant from Argentina and the lack of information for a population that she felt was being underserved. According to the site, Hispanic students have the highest high school dropout rate of any group at 50 percent and a college enrollment rate of 20 percent. A study done several years ago by the Pew Hispanic Center showed that although the number of Hispanics going to college was slowly rising due in part to the rapidly growing population, they were still half as likely to finish their bachelor's degrees as white students.

Joan Sotero Alvarez, a blogger on the site and assistant principal in the Progreso Independent School District in Texas, struggled to earn his bachelor's degree. He felt the pressure as the first in his family to finish college, resulting in several failed attempts at the state's entrance exam. Eventually, he was not only a successful undergraduate, but completed a master's degree as well. Today, he mentors students in Texas and Mexico who are at risk of dropping out of school. "I don't see failure in my students; I see hope," he says.

We're nearly a week into August, and for many students, that means that back-to-school preparations have begun. Whether you're picking out notebooks and extra-long twin sheets, or trying to squeeze one last trip or a few more hours of work into your calendar, now is a good time to start looking ahead to the fall term if you're in college. This includes thinking about financial aid. One of the least pleasant aspects of the start of the semester is finding yourself in the line for the college financial aid office as it grows to epic proportions the first week of class.

Luckily, at most colleges the fall rush has not yet started, so if you have some extra time now, you can take steps to make sure you won't find yourself standing in a packed office and trying not to panic on the first day of class. From a financial aid office veteran, here are three things to check into now to avoid waiting in line later.

First, if you are applying for federal student financial aid, by now you should have filled out a 2009-2010 FAFSA and received a financial aid award notice from your college's financial aid office. If you're still waiting to complete a FAFSA or hear back from your school, now would be a good time to take care of these things. You may want to call your college's financial aid office, or check your account online if you have the option, to make sure that everything is in order for timely disbursement of your fall financial aid. Ask if you have any other paperwork you need to complete (such as verification or a master promissory note), especially if it is your first time receiving financial aid. Double check disbursement dates, as well, so you know when you are due to receive the money.

Second, if you've won any scholarship awards (and we hope you have!), now would be a good time to make sure you know when you will be receiving the funds, whether the checks will go to the school or to you, and whether you will need to sign anything or wait for the school to do any additional paperwork before you receive the money (the financial aid office may need to recalculate your aid based on the scholarships you've received). Many scholarship providers notify you of disbursement arrangements or include this information in their official rules, so review correspondence with them, as well as information they've published. If you have questions, you can check with your college and the scholarship provider.

Finally, make sure you will have sufficient funds to cover your bill and make arrangements if necessary to take care of whatever costs grants, scholarships, or federal student loans do not cover. Your parents may want to take out a PLUS loan, or you may want to take out a private loan to cover whatever gap is left. You will want to do paperwork for these as soon as possible, as processing times may take up to a few weeks, especially once things get busy. Many colleges also offer payment plans if you'd like to pay the rest of your bill without borrowing, but you cannot afford to do so all at once.

Earlier this week, I blogged about two community colleges whose students could save money by attending college full-time on Fridays.  One of the most significant savings of this program will be gas costs for commuter students. Full time Fridays are by no means the only way for students to save money on gas and car maintenance this fall, though.  According to a recent article in USA Today, several colleges are getting on the bandwagon of encouraging students not to drive to campus, including several colleges that are instituting a bike sharing program, one that's moving a bike shop into its student union, and one that's giving free bikes to students who opt not to bring cars with them to college.

So now more than ever, leaving the car at home may be a great way to save money in college, and use that hard-earned scholarship money for other expenses besides gas.  While policies to discourage driving have existed for years at some campuses, such as high parking permit prices ($300 is a number I've heard from students at more than one state college) and limiting access to on-campus parking through means such as parking permit lotteries and limiting parking to upperclassmen, many colleges and universities seem to be showing a far greater commitment to making it possible for students to easily get around without a vehicle.

So, freshmen, as you're starting to pack for school this fall, ask yourselves, "Do I really need a car on campus?"  Furthermore, look to see what your new college might be doing to help students get around town.  Is there good public transportation?  Are there bike racks outside campus buildings and bike lanes on campus or around town?  Does your school have a bike sharing program or a bike club or repair shop that will help you with maintenance and repairs?  High school seniors, these might be good questions to ask in your college search.

With our society becoming increasingly environmentally conscious, now could be a great time to propose a fuel-saving plan at your high school or college, as well.  More and more scholarships and grants are being awarded to students who create eco-friendly projects, so if you're sick of having to drive to school and you can propose a solution to the problem, start searching for available scholarships and grants to see if anyone's interested in funding your education, or at least your project.  Saving on gas, looking good for college admissions, and possibly getting some money out of the deal--what's to lose?

During my senior year in high school, I sent out applications not only to schools in my home state of California but to schools in Rhode Island, Washington and even England. I ultimately decided to stay in California because while going to a school in a different state or country sounded appealing and fun, it was just too unrealistic for me. Why? Location mattered.

Attending college in a different state can often times cost a fortune - not only are you paying out-of-state tuition rates (this doesn’t really apply to those going to private universities; they’re expensive regardless of where you live and attend) but you have to pay an arm and a leg to travel home for holidays and summer break. Also, there’s that issue of being away from your family: If you’re like me and have younger siblings, you want to be able to go to their basketball games and celebrate their birthdays. I knew that if I went too far from home, I would get too homesick and not enjoy my time at college.

Now I have nothing against those people who attend school in a different state – in fact, two of my closest friends at school are from Washington and Colorado – I’m just saying to think about what’s best for you. Can you afford the expenses? Can you stand to be away from your family? These are questions to ask yourself because you can still go away to school and be close to your family. I do...it’s just a matter of picking the right college. I go to a university that’s about 90 minutes from home; this is enough distance so that I feel like I have my own life here at school but am close enough that I can go home on the weekends if I want.

As a veteran PC user and a current Mac enthusiast, I can advise you on both sides of the PC vs. Mac argument better than those silly commercials ever could.

Purchasing your computer can be one of the most crucial decisions in your college career. Clearly, it is one of the most expensive purchases, but also it is something you will use every single day so you need to make sure it is right for you. Much like my article about roommates, you need to evaluate yourself before you run to that glossy Apple store or start customizing a Dell online.

The best place to start is with your intended major. As a freshman, I know it’s hard to pinpoint exactly what you’ll be studying but if you are enrolled in the College of Fine Arts for graphic design, the easy-to-use design applications on Macs are vital for an artist. If you are in the College of Engineering and need to use programs like Excel, PCs would be better. I know some business students that have both PCs and Macs because their Macs didn’t have some of the tools required for the courses they were taking.

I had a PC for my first two years of college but switched to a Mac this past year. As a communications major, I have a lot of presentations and Photoshop files on my desktop; having a Mac made compiling, combining and organizing these files much simpler than with a PC. But be wary that sending files from Mac to PC don’t always translate the way you want them to: I had an unfortunate incident when my “Scarlet Fever” campaign appeared hot pink on my professor’s screen.

In short, Macs have many benefits but PCs are still the preferred computer in most classrooms. Test-drive both models for your intended purposes and make sure they fit your needs before plunking down the plastic.

U.S. News had an interesting piece in their education section last week about the monetary benefits of a college degree.  Citing government statistics and several recent studies, the author related that students who complete a bachelor's degree can expect to earn $300,000 more in today's dollars over the course of their working lives than students who just complete high school.  Students who earn a professional degree, go to law school, or complete business school can expect to earn even more.

A full-time worker with a bachelor's degree makes about $20,000 more a year than a student with a high school diploma, and a student with, say, an MBA can expect to make about $100,000 more than a high school grad each year.  While such annual income disparities add up to more than $300,000 over a lifetime of work, studies citing that figure also adjusted for inflation, the extra money high school grads earn in those first four or five years, and the average cost of attending college for four years.

Another benefit of a college degree is a better chance of landing and keeping a job: the unemployment rate for college grads is half what it is for those who don't go to college.  Students from low-income backgrounds also reap more benefits from receiving a degree, as they're able to land not only higher-paying, but also more stable jobs and better-benefited jobs, and to have opportunities that would not have been available to them otherwise. Going to college can also provide significant academic advantages for your future children.

So if college costs are daunting and you're considering whether your education is going to be worth the price you pay for school, do some research.  You're statistically more likely to live a better life in a lot of ways if you go ahead and earn that degree.  There are tons of reasons to go to college, and also tons of ways to help with funding your education.  Do a thorough college search to find the best and most affordable fit for your educational goals, and then search for available scholarships and other financial aid to help you pay the bill.

Maybe it's just the release of Beloit College's "Mind-Set List," a list of news items, pop culture references, and technological advances that happened 18 years ago and thus have always existed for incoming college freshmen, but the generation gap between the big desk and the little desks in the college classroom seems to be on everyone's minds this week.  As usual, social networking applications seem to be both a tool universities attempt to use to bridge the gap, and a reminder to students just how wide the gap is.

First off, Inside Higher Ed informs us that a new Facebook application called "Schools" is being marketed to universities as a way to allow their students to connect in a safe environment where their identity and school enrollment have been verified.  Included in the application are tools that professors can use in the classroom, such as a name game that allows students to learn their classmates' names.  Unlike other Facebook applications, the university has to purchase and implement "Schools," rather than allowing individual students to adopt it.

If this application takes off, and even if it doesn't, more undergraduate students (and probably some graduate students, too) are likely to experience Facebook and other social networking sites as a "creepy treehouse," a term the Chronicle of Higher Education shared with academia in its news blog yesterday.  That crawly feeling you get when your professor friends you on a social networking site, even though you don't have any incriminating photos or information on your profile?  That's the creepy treehouse, built to look like a place for kids to play, but really used by adults.

So, remember when you're attending college this fall that your professors come from a different world, a world where: 

     
  • Seinfeld was a new idea in television and The Simpsons was considered pretty daring, too. Referencing these shows might still seem like a good idea to appear hip.
  •  
  • The Harry Potter books might still be on their "to read" list and it feels like they only added them yesterday.
  •  
  • News that the SAT now has three sections hasn't quite made the rounds.
  •  
  • They can still remember when their school first got computers, when those computers first were connected to the Internet, and many can also remember school being the only place they could get online.
  •  
  • Online courses are a novel approach to distance learning, and social networking tools (like opening a campus in SecondLife) are a novel approach to virtual learing.
  •  
  • Socal networking is for work, not for play, and they have no idea why networking with people you work with is so creepy.
  •

The results of a survey conducted by the National Association of Independent Colleges and Universities indicate that at least a few students at many private colleges and universities were unable to obtain enough private loan funding to pay their fall tuition.  The survey also indicates that the credit crunch may have steered a number of students away from private schools.

More than 500 NAICU member schools responded to the survey, which asked questions about the availability of Stafford loans made through the Federal Family Education Loan Program (FFELP), the availability of private student loans, and unanticipated enrollment shifts.  Eighty-five percent of schools reported that they had lost at least one FFELP lender, but the vast majority had no difficulty replacing these lenders.  Additionally, most colleges lost at least one private lender, with 27 percent of those schools reporting that students had some difficulty finding a replacement lender.

More than half of colleges surveyed reported they had at least some students who were unable to secure private loan funds for the current semester, and 45 percent of schools reported students changing their enrollment status due to financial concerns.  Eighteen percent of colleges surveyed reported fewer returning students and 19 percent reported a smaller freshman class than anticipated.  While most colleges reported no significant changes in enrollment, it appears some private college students (who are typically the most likely group to qualify for student loans) are being forced to alter their educational plans due to the current economic situation.

Three quarters of private colleges surveyed also reported increased financial need among their student populations.  Coupled with the rise in FAFSA files across the board and preliminary reports of more demand for financial aid coming from state universities and community colleges, it appears competition is getting stiffer for need-based student financial aid.  This is just one more reason for students to ramp up their scholarship search and find money for college as soon as possible.

The new Post-9/11 GI Bill went into effect on August 1, bringing expanded educational benefits for students who have served in the military since 2001. These benefits are supposed to be available to students for the fall semester, but a mounting backlog of applications has the Department of Veterans Affairs saying recipients should expect processing delays of up to 8 weeks.

This means that many veterans attending college may not receive their first payments from the VA until potentially October or even November, despite classes starting in August and September. So not only will their tuition and fees go unpaid, but they also will have to find other sources of funding for housing, books, and living expenses, which many veterans expected to rely on VA stipends to pay. While most colleges are working with their veteran students to arrange stopgap financial aid, the delayed payments still represent a huge problem for students going back to school after military service.

The application process for VA benefits under the GI Bill is somewhat complex and involves multiple steps between a student's initial decision to enroll in college and his or her ultimate receipt of a check from the VA. Students, schools, and the VA all need to complete paperwork to set up benefits, and May 7 was the earliest students could begin applying. In addition, current VA employees and new hires needed to be trained to process applications under the new program, so processing is taking longer than normal.

Add in the popularity of the expanded GI Bill benefits, the recession bringing students back to college in droves (with fewer financial resources available to them), and colleges across the country dealing with massive budget crises and increased demand for emergency aid, and you get the potential for disaster. More students are applying for benefits, the VA is less able to process these applications in a timely manner, and schools have more students in difficult situations to assist. All parties have fewer resources at their disposal to deal with the situation, making it still more challenging.

Still, vets who have found their benefits delayed should talk to the financial aid and veteran's affairs contacts at their school if they need additional financial aid to cover their expenses in the short term. While money is scarce, it is still available in most cases.
