Student financial aid programs in several states may soon fall victim to sweeping budget cuts necessitated by the recession.  Ohio, Florida, Michigan, and California are all considering proposals to reduce or eliminate some state student aid programs, including popular grants and scholarships.

Ohio and Florida are both making slight changes to rules in existing aid programs, resulting in less aid for some students, but mostly leaving financial aid intact.  Florida is capping their Bright Futures scholarship so it no longer covers all of students' tuition or tuition increases, while Ohio is changing rules in their Ohio College Opportunity Grant to focus aid towards tuition and fees at public schools.

California and Michigan, however, are making far more sweeping cuts.  California has proposed eliminating CalGrants, a popular state grant program, for incoming college freshmen and cutting CalGrants for current college students.  Michigan may eliminate the Michigan Promise scholarship and make sweeping cuts to several other state financial aid programs, including work-study.  Students in both these states could find themselves suddenly thousands of dollars short on college financial aid.

While federal stimulus money has mitigated some of the damage in many states, in Michigan it has also played a large role in the proposed cuts to financial aid, according to The Detroit News.  Since a provision in the stimulus legislation prevents states from drastically reducing funding to higher education institutions, Michigan may be forced to turn to cutting state grant and scholarship programs to make up some of their budget deficit.

While some state aid and loan forgiveness programs are being reduced or eliminated, financial aid is still available.  Many college are actually increasing their budgets for university scholarships, and private foundations are still offering scholarship aid, as well.  Federal student financial aid has also seen some increases in the last two years.  Money is still out there if you know where to look, and a great place to start is doing a free college scholarship search.

Students Willing to Stretch Finances to Attend Expensive Colleges with Prestige and Strong Academics

The true cost of a college education is seldom the number that’s printed in school brochures and on various college comparison lists. When you figure in federal aid, scholarships, grants, room and board, books and supplies, that price fluctuates. One thing remains constant - higher education doesn’t come cheap - but a new poll finds students are willing to stretch their finances for several key factors.

In April, right up until enrollment deadlines, students were still considering “too expensive” schools and were willing to stretch to pay for their education, poll conductors the College Board and the Art & Science Group report. While it would be more financially sound to select the school with the lower tuition and better financial aid package, “too expensive” colleges remained in play if they had strong academics in students’ fields of interest, were places students felt comfortable, had prestigious academic reputations or had excellent records of graduate school acceptance or good job placement after students graduated. Here’s the breakdown:

  • Twenty-six percent of students surveyed said their family would have to stretch a lot, but “I think we’ll make it.”
  • Twenty-two percent chose “I’m not sure how my family will afford to send me to college, but I believe we’ll work something out when the time comes.”
  • Eleven percent said, “I don’t think my family can afford to send me to college, but we are going to try.” Nearly 40 percent of students surveyed did not have a sense of long-term costs, citing “no idea” what their likely monthly payment on student loans would be after graduation.

If you think back to every award show you’ve ever seen, you’ll recall those who do not win always say it is an honor just to be nominated. The same can be said for college admissions: It’s an amazing achievement to be accepted to a prestigious college but is attending worth it if the cost of attendance is going to drive you and your family into debt?

A new survey looking at entering community college students' opinions on the obstacles they face during their first year found that those students need more guidance to succeed as they transition from high school to higher education.

The study, released yesterday, was the ongoing Survey of Entering Student Engagement (SENSE), which was first given to poll students in 2006. Since then, more than 91,000 students have been polled, with the results used by community colleges to improve preparedness programs and tactics to help new students achieve. The survey this time around looked at data from more than 50,000 students at 120 participating community colleges in 31 states and the Marshall Islands.

The survey looks to examine the first three weeks of new community college students' experiences at their respective colleges. Most of the respondents felt their colleges were doing a good job with the welcome wagons, and making them feel comfortable in their new surroundings. But others still felt more could be done to help them prepare for college, and to navigate administrative processes that seemed complicated at times. The findings included the following:

  • About 72 percent agreed or strongly agreed that they felt welcome the first time they came to their colleges; 25 percent expressed no opinion on this item, which concerned the providers of the SENSE survey.
  • About 49 percent said they agree or strongly agree that their colleges provided them with adequate information about financial aid, while 25 percent disagreed or strongly disagreed.
  • About 33 percent agreed or strongly agreed that a college staff member helped them determine whether they qualified for financial assistance; 40 percent disagreed or strongly disagreed.
  • About 45 percent agreed or strongly agreed that at least one college staff member (other than an instructor) learned their names, compared with 37 percent who disagreed or strongly disagreed.
  • About 23 percent said that a specific person was assigned to them so they could see that person each time they needed information or assistance.
  • About 90 percent agreed or strongly agreed that they have the motivation to succeed in college, but about a quarter of those students also admitted to skipping class or failing to turn an assignment in at least once.

According to an analysis of the survey from Inside Higher Ed yesterday, the results point to the missed opportunities that face students and administrators on a daily basis on community college campuses. When students were asked to elaborate on their answers using short answers, some said they were forced to make decisions on choosing college courses, for example, with little guidance from their counselors, something they could well enough do on their own. The article also pointed to contradictions in the study; for example, students responded that they enjoyed the access they had to college staff members, but still felt unprepared to navigate college processes.

The providers of the survey suggest more needs to be done to engage students, and that administrators should take regular looks at their processes to make them even more easy to access by students who may need more help as first-year community college students.

Not too long ago, the furnishings in a typical college dorm room included things like posters of your favorite band, boxes of ramen noodles for late-night snacks, and a land-line phone. The rogue mini-fridge that you covered with a bed sheet to avoid a fine (as mini-fridges were on the "banned" list, along with candles and stolen street signs) was probably the most controversial item in your shared room.

Dorm living today seems to have undergone a makeover. A recent article in the Chicago Tribune took a look at what college students at the University of Illinois bring with them as part of their dorm experience, including flat-screen televisions (on which they immediately install cable, often in HD), sleek laptops, and cell phones to replace land-lines. In fact, the school no longer even offers connections for land-line phones to students, as it became clear to administrators students just didn't need them anymore. In that article, a school spokeswoman said students didn't even notice they removed phone lines in the rooms; students are now able to get everything they need on their cell phones, including emergency text messages when the school is under a weather advisory or another safety-related incident. In one dorm, according to the Tribune, students are able to get a text message or e-mail when their laundry is done, or when there's an available washer or dryer.

Elsewhere, dorms are changing in different ways, unrelated to changing technologies. Mixed-gender dorms are becoming less taboo, with members of the opposite sex not only sharing bathrooms (taboo enough as recently as the 1970s), but rooms, as well. Students at Pitzer College have the option of choosing a roommate of the opposite sex to dorm with, one of about 50 schools across the country that offer incoming freshmen that choice. Still, few students take advantage of the option, with only about 1 to 3 percent choosing to do so at schools where they are allowed room with the opposite sex.

Dorm cafeterias have also been changing dramatically. Some have begun offering healthier fare in the dining halls, or catering to incoming students' food allergies. Others look more like the local Flat Top, with stir fry stations where students are able to pick and choose exactly what they'd like grilled up for them that day, or brick oven pizza days where students choose their favorite toppings.

There are many factors that affect where, when and if students attend college, the most important being financial aid. So what can a student do when he or she hasn’t received enough funding?

If you need financial aid to make college a reality, contact the financial aid offices at the schools you’re considering before applying. Find out the costs of tuition, room and board, and other college living expenses and defray these costs by applying for as many scholarships and grants as you can. The college will be more likely to help fill any financial gaps if you’ve shown initiative and determination.

Another method is writing formal letters to financial aid administrators. Describe your financial aid situation (including hard numbers), your home life, factors affecting your ability to pay for college and things that you could not put on the FAFSA such as a home mortgage or other payments that your parents need to make. Fax this letter, mail it by certified mail and email a copy to each school as well. If the school cannot offer you free money, they can sometimes offer an additional loan of some sort.

If all else fails, call the colleges and schedule appointments with the deans or heads of the financial aid offices. Some colleges have tuition waivers which allow students with special conditions to be exempt from paying tuition. If the school does not offer this option, you can still seek out non-school loans through banks or private companies. These loans often have higher interest rates, require co-signers or do not have grace period to pay off loans after graduating; in my opinion, however, the cost of not getting a college education is much higher than amount of these loans.

It’s important to s-t-r-e-t-c-h your money as far as it will go when putting yourself through college and one way to do this is by exploring your options for buying and selling textbooks.

Your campus bookstore is the most obvious option but it's also the most expensive. One good thing about campus bookstores is that some will allow books and other school-related items like notebooks and calculators to be covered by grants and scholarships. Some bookstores sell both new and used textbooks and allow students to sell their books back to the store for cash at the end of each semester...but you only get back a fraction of the amount you actually paid.

Since your fellow students are in the same boat you’re in, ask around for a specific book that you need. One guy sold his $200 Spanish book to me for $100 and a girl I know let me have her $70 math book for $30. It’s also a good idea to swap books with friends if they are taking a class that you took last semester and vice versa. That way, everyone saves money.

The Internet is your friend so check around online to see what sites have the best prices on what you need. I have friends who routinely order their textbooks from Amazon.com, Half.com and Betterworld.com. (These are great places to sell your used textbooks as well.)

If you don’t want to buy, consider renting your textbooks for a semester from Chegg.com. I did this last year and I think it’s a great idea. At the end of the semester, Chegg emailed return address labels to me and there was no charge to ship my books back to them.

Music Channel and College Board Launch Financial Aid Contest

Current high school and college students are probably too young to remember when MTV actually played music videos. It was a glorious time for sure but after hearing this next announcement, I think they will like the network’s new direction just fine.

The NYT’s The Choice blog revealed that instead of launching another mind-numbing reality show, the music channel and the College Board have joined forces for the Get Schooled College Affordability Challenge. The contest – which is being underwritten by the Bill & Melinda Gates Foundation – is open to current and potential college students interested in creating an innovative digital tool that will help more students obtain funds for school. The prize for the winning individual or team? A cool $10,000, as well as a $100,000 budget to bring their idea to life.

A statement released yesterday stated the contest was created to make it easier for students “to navigate what can be a confusing financial aid maze.” This metaphorical roadmap will definitely be a useful one: Each year, countless students are forced to postpone or abandon their dreams of higher education because they cannot pay for school but the Get Schooled creators hope their program will play a role in raising college completion rates.

While it may be grabbing most of the headlines, the federal "Cash for Clunkers" program is not the only government grant program to run out of money well ahead of schedule this year.  The state funding allocated to Illinois Monetary Awards Program (MAP) grants, college financial aid awards for needy students, was slashed during state budget cuts this year. As a result, awards have been cut in half for all students and have been denied outright to over 130,000 students who applied after May 15, a significantly earlier cutoff date than previous years.

Typically, community colleges, who typically apply for financial aid later in the year and often have access to fewer financial resources, are likely to be the hardest hit.

Illinois isn't the only state forced to make cuts to its college grant programs. California and Ohio are among others that have recently gained attention for cutting aid to college students. If you live in a state that's been forced to reduce student financial aid, you still have options to pay for college. Before looking into student loans or considering a semester off, conduct a free college scholarship search. Scholarships, including state and local scholarships, are still out there despite the recession.

2009 Graduates Have Average of $24,000 in Student Loan Debt

$24,000. To a recent graduate, that five-figure number could be 1. their starting salary at their first entry-level job or 2. the amount of student loan debt they have accrued while in school.

We’re going to talk about the second choice this morning, as a study by Peterson’s and the Project on Student Debt just revealed it was the average amount owed by graduates of the class of 2009. The study broke down debt levels by state and school (D.C. graduates had the highest while Utah students had the lowest) but did not include debt levels for graduates of for-profit schools because of a lack of data.

Arriving at these tallies didn’t come easy for the Project on Student Debt, which adjusted the averages initially recorded by Peterson’s ($22,500 and 58 percent of students who borrowed) because it felt they were too low when compared to the statistics recorded last year by the National Post Secondary Student Aid Study ($22,750 and 65 percent).

You may be one of the lucky students who scored enough scholarships and grants to have a degree in hand and no debt in sight or you may be flipping couch cushions in search of change to put toward your next payment but what do you think of these findings? Changes to Higher Ed Funding Afoot

While "Honest Barack" doesn't have quite the same ring as our 16th President’s nickname, we have to give him credit for keeping his promise to privilege spending on education and research...for the most part: Some potentially painful cuts could slice through the higher education pie relatively soon.

First, the good news. The 2012 budget blueprint reveals the maximum Pell Grant (currently set at $5,550 per year) would not be slashed by $845 as originally expected and funding will continue for financial aid programs including AmeriCorps, the Perkins Loan and Supplemental Educational Opportunity Grant Programs and academic research agencies. The Education Department's overall budget would grow by 4.3 percent in 2012 under the President's budget but despite this positive information, it won’t be all unicorns and butterflies for college students. Education Secretary Arne Duncan said the administration had to make some "tough choices" to maintain the current level of funding and compensate for future spending. For example, the department's 2012 budget calls for ending a three-year experiment allowing students to qualify for two Pell Grants in a calendar year and use this funding to attend college year-round, as well as eliminating the subsidy in which the government pays interest on graduate student loans while the students are in school; the Leveraging Educational Assistance Partnership Program, the Byrd Honors Scholarships and the TEACH Grant program would also be eliminated.

Obama said, "Education is an investment that we need to win the future...and to make sure that we can afford these investments, we’re going to have to get serious about cutting back on those things that would be nice to have but we can do without," but student advocates, like Justin Draeger, president of the National Association of Student Financial Aid Administrators, were quick to show their displeasure. "It is regrettable that the administration is proposing to maintain Pell by making cuts to other student aid programs that provide much needed funds to students," he said.

The information above merely scratches the surface (check out Inside Higher Ed’s article for all details) but it’s enough to get the conversation started. What do you think of the proposed budget?
